The Ministry of Pensions was created in 1916 to manage pensions and allowances paid to soldiers and their dependants. Who managed them before its creation, between 1914-16?

Many thanks in advance for all information received.

Pensions were paid by the Royal Hospital, Chelsea. I think allowances were paid by regimental paymasters.
