Dee As far as I can recollect a Brevet (note spelling) is a temporary rank which carries the authority, pay and respect due to that of a older of that rank. Personnel were promoted to brevet rank to fill vacancies but were not otherwise qualified for that rank (through course/experience/etc). They could be promoted several times as brevet such that they may be acting 2 or more levels above their substantive rank (and they could similarly lose it). On reduction of the forces at the end of the war there were instances of Brevet LtCol or Col reverting to their substantive rank of Lt or Capt. Within whose purvey it was to appoint such personnel I am unsure probably minimum would have been Maj Gen (eg Divisional Commander or equivalent)......
