In other words, he either never made it as far as Germany or was being put to work nearer the front by the Germans. The Penman was captured and was held in a German POW camp. When he got sick he was sent to the St. Francis hospital in Leuze, Belgium. Leuze was captured and occupied by the Germans very early in the war and was not retaken until approximately 14 November 1918. The ICRC file on Penman shows: Gem.7. Battr. Gordon Highl.51.Div, geb (Geboren). 27.8.1899 in Scotland. Verst.(verstorben) 23.7.18 infolge Lungen und nierenenentzundung im Kriegslazarett St. Franziskus zu Leuze. Translation is: Soldier 7th Battalion Gordon, Highlanders 51st Division, born 27.8.1899 in Scotland. Deceased 23.7.18 as a result of lungs and kidney inflammation in the St. Francis military hospital in Leuze, (Belgium). It is quite likely most of the WWI British soldiers in Leuze Communal cemetery were prisoners of war who died during captivity. A cross check of ICRC records shows Bullivant was also a POW. . When was he captured? Somtimes, wounded or sick POWs died as well, they were not all working for the Germans (POW workforce was BTW used by both sides!). This is probably more than you asked for but, I recently visited Leuze Communal Cemetery (21 January 2024) to photograph all the CWGC war graves and upload them to FindAGrave. All graves had a photograph except Penman. When I crossed checked Penman with the CWGC records they only had his initials and his middle initial was incorrect compared to his military records. This caused me to go to Scotland People and download his birth certificate. His birth certificate confirmed his middle name. I then crossed checked with his ICRC records. That is where I got his records written in German and then translated those. I submitted my research to the CWGC for updating. Maybe they will update his name and maybe they will not.
