Who took relatives to visit soldiers in hospital in France in 1918?

Hello, I was wondering if anyone can help me with this question.

In 1918, just before the war ended, my friend's grandmother visited her soldier husband who was in hospital and very poorly. He died later and is buried in France. My question is did any organization arrange for relatives to visit, and who where they? The Red Cross? Apparently she wouldn't have been able to afford it herself.
