Would New Years day in 1916 be a day off from work as it is now or would it be considered as a normal working day ?

1974
New Year's Day became an additional bank holiday in England, Wales and Northern Ireland, and Boxing Day became an additional bank holiday in Scotland

So New Years day would be considered as a normal working day in 1916.

Seems so. You could look up New Years Day as a Public Holiday.

From 1963 to 1974 I have a vague recollection of New Year's Day being an occasion of groaning and headaches as we struggled through the working day regretting the excesses of the night before.

I am sure that very little useful work was done throughout the land on January 1st.
