Cheshires - but what sort of date?

The caps were issued between 1904 and 1905 and the man at centre in khaki SD has the closed collar retained until 1912. The marquee at rear suggests a TF battalion at its annual summer training camp. There are two officers with white cap covers and the unit seems to have won a major trophy. An approx date would be around 1910.

I'm sure you're right about annual camp. The photo is noted as being the "Stalybridge Company" - I reckon at about 75% of strength. I see a few wearing medals - presumably Boer War?

Is there something of significance at the man in the middle being in khaki?

Yes the men with ribbons are likely those who went out as part of the battalion's 'volunteer service company', or ex-regulars.

The man in khaki SD is probably the commanding officer.
