I have often found that if a man/woman is not to be found, a trawl of all of the local Non-Conformist chapels in the area 'usually' is the answer. Local Studies/Record office should have all non-conformist records. Like my Derbyshire lot, many Welsh were Chapel.

Thank you for the information, I would like a copy of the letter quoted. Would it be a good idea to send photocopies of death cert and medal card?

It's vital - as I indicated in post #24.

Without them, you are not submitting any evidence and the Commission would, rightly, reject the submission out of hand.
