Recovering Great War human remains

whilst I was considering the difficult job the authorities of participating countries must have including local police when examining discovered human remains to determine to which military force they belonged to, that they must have also to consider the possibility (when there is no obvious evidence to the contrary) that some remains may be that of adult civilians, perhaps refugees. Does anyone know whether that has been a difficulty?
