Fishermen-restrictions and permits

I have been reading the poem 'News of Jutland' by Roma White, which appears in an anthology ''The Muse In Arms' edited by E. B. Osborn.

The writer states

On June 3, 1916,when the news of our sad losses in our first great

naval battle off the Jutland Bank had just come to hand, I went fishing

with a sailor in the Naval Reserve. The following lines are almost word

for word a transcript of this talk.

This all takes place in Poole Harbour. The fisherman mentions restrictions and also having to obtain a payment. Really interested in learning more on what the restrictions would be and the permits required. Was this part of DORA or were local authorities responsible for setting regulations?
