Cross of Sacrifice would they now be erected

The thought occurred to me would the CWGC now erect the Cross of Scarifice in cemeteries which did not have the required amount of burials , but IFTC locates graves from Brookwood Memorials -Tower Hill etc or newly recognised casualties and that now brings it up to over the 40 number I believe for the Cross.

Providing there was a suitable position for it.

Just a thought I do not know if there is a possibility of a cemetery that this number could be exceeded in such an event or it may well of happend.
