Help in identifying Medal/Ribbon/Clasp

Chums

A friend has asked if I can help in identifying the clasps on the medal below. I know nothing of medals, but it seems to me that we have some strange clasps from the 1930's on a BWM, which seems a funny combination , and I also have no idea about the ribbon.

Any thoughts gratefully received.

Those clasps an the ribbon have nothing to do with the BWM to which they are attached; I think they are actually road safety/safe driving awards (which came on a medal of their own).

Happy to help. Why it's like this we can only speculate; could be anything from a stage prop to a personal modification to someone finding the medal and the ribbon in a box and putting them (erroneously) together.
