Am wondering what a 'Special Reserve Officer' was ?

Note thats how Lt George Augustus Webb of the R Innis Fus was designated

Any info on where he was born and of how he got his MC would be of interest

The Special Reserve (effectively) replaced the militia during the reorganisation of non-regular forces in 1908. 3rd battalion was usually the Special Reserve battalion (and for some regiments 4th battalion was Extra Special Reserve). Other battalions were Territorial Force (except no Irish regiments had those)
