Recruiting Clocks

I am doing some research into recruiting in Ireland and while reading articles from the Irish Times I read several references to a recruiting clock, as Ireland was required to supply a certain number of recruits in a certain timeframe I am assuming this clock displayed the number of recruits needed and the time remaining. Does anyone know what the display showed or how it worked? The articles made reference to the clock being out of order so it must have had some sort of mechanical parts. Were recruiting clocks a common feature, does anyone have a photo of one?
