Kitchener "does not read the telegrams"

Reading a biog of Carson (by Geoffrey Lewis). Sir Edward Carson was not a fan of K of K. Pg 175:

"on the 10th, the Germans and Austrians invaded Serbia , and then Bulgaria joined the assault. Bulgaria's opportunistic entry into the war on the side of the Central Powers had opened up a land route between Germany and Turkey, allowing German supplies to bolster the defence of Gallipoli. Kitchener did not know of the attack until nearly twenty-four hours later. Carson passed a note to Lloyd-George in cabinet : "K does not read the telegrams - and we don't see them - it is intolerable. EC"

Or was he simply not inclined to share with his colleagues?

I think I am right in saying that Kitchener of Khartoum was not known for his detailed staff work. Indeed, during the Boer War he was referred to by some as Kitchener of K©haos.

He seemed to depend on his charisma and force of personality to a large degree.

Perhaps he shared Wellington's view that anything passed to the cabinet was likely to be in the press within 24 hours time. In Wellington's case he was spot on.
