Ineligible for 1914 Clasp !

I downloaded my second MIC today,for a George E Green Royal Warwicks/Worcester Regiment.

I know he enlisted on 27.10.1914 after leaving the Navy.His qualification date is 31.07.1915 which makes him eligible for the 1915 Star,which is shown on the MIC.

Why then does it say "ineligible for 1914 clasp auth Ct/2/1196" when he wasn't in France until July 1915 and what does "auth Ct/2/1196" mean.

Any idea's ??

All clasps had to be claimed using a form from Post Office [unless still serving after war]. Possibly he misundersttod regulations and filled in a form.
