I think your man is probably Arthur Northen (no 2nd "r"). He has several LG entries under that spelling. See: http://www.london-gazette.co.uk/issues/exact=Arthur+Northen/start=1 plus an ASC MIC noting 1st Divisional Train and 23rd Divisional Train. I think the age limit varied with the rank achieved, as with the compulsory retirement ages for serving officers. Steve's data are certinly consistent with it being his 55th birthday.
