Sorry if this has been answered elsewhere...

Was the 14 Star for some reason awarded only to those serving in France/Flanders before the qualifying date (xx November 1914)?

I'm looking at a QAIMNS Staff Nurse medal index card that shows her in receipt of a 14-15 Star, having served in Egypt from 5 Aug 1914.

IIRC the qualification for the 1914 star was to have been serving in a theatre of war within range of the enemy's mobile artllery. Unlikely that a nurse would have been that close in Egypt at that time.

1914 Star was only for service in France or Flanders. 14/15 Star was for service in any theatre of war but I believe that a '14 Star recipient could not also receive the 14/15. Antony

The 1914 Star was awarded for service in France and Belgium between 5 August 1914 and midnight November 22 - 23 1914. A bar, 5 Aug. to 22 Nov. 1914, to the 1914 Star was awarded for those service members who served under fire during that period.

The 1914-15 Star was awarded for service in any designated theatre of war before 31 December 1915 and who did not qualify for the earlier star.

So, they could not receive both star's.
