Instructions for Burials 1917

I came across this in 169 Inf Brigade's diary and found it interesting. My eye was taken by point e instructing as many bodies as possible in one grave. Is that what gave rise to the closely packed headstones that we now see in some cemeteries, stones in fact covering one large grave as opposed to a number of separate ones?

I am sure that Terry or someone has definitive answers to this.
