Non Combatant Corps

By chance I came across a soldier on the CWGC website that was in the Non Combatant Corps. I had never herd of it before and was wondering if anyone out there could tell me anything about it. Did it go to France for example? The soldier I came across was George Alexander Russell and is burried in Liverpool.
