MIC to RAMC - help with Interpretation

It seems that the VM & BM were returned

Can anyone help me understand what the 1743 KR mean

Also the AS/RAMC/132 - what does this mean

And the top of the second page - any ideas?

1743 KR is a paragraph of the Kings Regulations applicable at the time, possibly his medals were returned to be amended or returned because there was no one to sign for them or he had moved address. Officer i/c Records Woking forwards AFB 104/117 (an Army form) (B W and VM )( British War and Victory Medals) 10-10-23. Ralph.

edit:- just found in my books :K .R. PARA 1912 KINGS REGULATIONS 1912 PARA 1743 MEDALS UNCLAIMED AFTER 10 YEARS TO BE SENT TO BE BROKEN UP TO THE DEPUTY DIRECTOR OF STORES. ROYAL DOCKYARD,WOOLWICH.
