There should be a picture of a damaged memorial attached, It seems to be copper/bronze plated stamped steel that was damaged by water dripping from a leaking heating pipe. I think you will have to find a specialist conservator to do the restoration. Try asking your county council archaeology officer he or she should be able to point you in the right direction.
