the CWGC Debt of Honour details include:

quote

Regiment/Service: Royal Air Force

Secondary Regiment: Royal Naval Air Service

Secondary Unit Text: formerly (F.6894) Balloon Sect.

does this explain the Haslar Royal Naval Cemetery burial?

Without looking at his RAF Service record (probably in AIR 79/1861) its not possible to say for sure, but its likely that he was still serving with a naval connected unit.
