I am trying to find out any information of a relative of mine, his name was John Jackson Barker and he was stationed in WW1 at Scarpa Flow, I presume he was in the Royal Navy but he may have been in the RNR or RNVR.

Where would I find his records?

RNR Ratings serving between 1914-1919

These records, arranged in service number, are held on microfiche in series BT 377 . Name indexes are available within the same series on microfilm covering the period back to 1860. Service numbers are also given in the First World War medal rolls in ADM 171/120-124.

RNVR Ratings' Service Records 1903-1919

Service records for men who served in the RNVR are found on microfilm in ADM 337/1-108 . The records are arranged by division and then by service number. There are no overall indexes, but service numbers are given in the First World War medal rolls in ADM 171/125-129 .
