From the MIC:

Description Medal card of Williams, Frederick J

Corps Regiment No Rank

Rifle Brigade P/1656 Acting Serjeant

Date 1914-1920

Catalogue reference WO 372/21

Could not see one younger than 6 years old on 1901 census with Clapham as a key word.

Guess age is reported incorrectly.
