It states that he was an officer of the 4th Queensland Imperial Bushmen serving in South Africa. The entry in dated/numberd - Gazette Issue 27833 published on the 5 September 1905. Page 9 of 72 I've had a quick look through the on-line London Gazette from 1900 - 1920. Plenty of Arthur Bailey's, but not your man.
